The Associate Vice Chancellor for Finance and Controller (AVCC) is responsible for most accounting operating departments, internal controls and financial compliance, and internal and external financial reporting.� Accounting for the following areas:� external reporting including taxes; gift and endowment; debt; indirect costs; property; auxiliary services; real estate; accounts receivable including student billing, payroll, and accounts payable.� The AVCC plays a critical role in the financial systems including the implementation and ongoing oversight of the MyDay program (a Workday cloud based ERP). The AVCC is a member of the global engagement committee and works with the office of general counsel to assure compliance with the Foreign Corrupt Practices Act.� The AVCC is a liaison with the external auditors and other financial compliance parties and serves as an expert adviser to the CFO and other senior leaders on these matters.� As leader of the controllership functions at Washington University (WU), the position will ensure compliance with accounting standards, implementation of effective and efficient systems of internal financial control, and robust financial reporting that facilitates strategic decision-making throughout the university.
PRIMARY DUTIES AND RESPONSIBILITIES:
The AVCC is responsible for the leadership and supervision of the accounting services organization. Oversees the selection, training, development and evaluation of approximately 78� staff members, consisting of five managers and two support staff who report directly, and 71 support staff, who report indirectly.
Responsible for development and management of the Accounting Services budgets in these areas.
The AVCC establishes and maintains strong collaborative relationships within the financial services organization and across the university.� AVCC is relied upon for their financial and accounting expertise to participate on various committees, interact with senior leaders and the board members.� The AVCC presents to the Audit and University Finance Committees of the board of trustees.
Plays a leading role on the implementation of the new University Workday cloud based ERP system known as MyDay.
Accounting Operations including Payroll and Auxiliary Services
Spearheads efforts to improve efficiency and streamline daily operations.� Assesses and analyzes situations and develops a framework for effective and practical solutions to complex issues.
Defines and implements financial policies that provide clear guidance and applies legal, regulatory, and other considerations in an effective manner to advance WU’s mission.
Defines effective and efficient procedures, including strong internal controls, clear roles and responsibilities, workflows, high quality systems and tools, training, and communications that ensure high quality outcomes. Monitors and addresses issues as needed.
Ensures effective training and communication of policies to ensure compliance.
Commits to ongoing evaluation of accounting operations performance, effectiveness, efficiency and customer service, and implements improved systems, practices and/or processes where necessary.
Internal and External Financial Reporting including Tax
Oversees the internal and external financial reporting function, including the University's annual financial statements. Provides leadership in all technical accounting matters. Interprets, applies, and ensures compliance with new reporting/accounting guidelines.
Ensures that efficient, effective and appropriate accounting procedures and systems are maintained.
Manages external financial audits including the review and sign off on the University’s annual financial statements.
Ensures timely, accurate filing of regulatory reports including all tax filings.
Ensures accuracy, completeness, and timeliness of financial statements, books, and records, and related information, transactions and services.
Global Financial Operations and Affiliated Entity Support
Supports establishment of international financial operations working with outside consulting firm, office of general counsel (OGC), human resources (HR), and Schools and CFU departments.
Works with OGC and HR; responsible for compliance and training on the Foreign Corrupt Practices Act.
Member of Global Engagement Committee.
Establishes back office operations support for all affiliated entities including holding officer positions in several of the entities.
Supports the Vice Chancellor for Finance (VCF) & CFO along with other university leaders through various special projects and activities as required.
Bachelor’s degree with a concentration in accounting, finance or other relevant area and CPA.
10 years of progressive accounting/finance experience at a university, or comparably complex organization.
Expert at leading a team in financial reporting and operations.
Masters of Accounting or MBA.
Experience and understanding of an academic environment.
Extensive knowledge of generally accepted accounting principles and fund accounting, as well as financial accounting, audit, finance, tax, reporting and financial business operations.
Demonstrated experience in implementing a high-quality control environment.
Proven ability to analyze complex data and develop financial reports to facilitate evaluation.
Demonstrated success in driving strategy and business process and system improvements.
Experience working with and reporting to senior leadership, including a Board of Directors or the equivalent.
Conversant in relevant regulatory compliance standards.
Knowledge of global and foreign accounting.
Proficiency with automated financial systems and financial software applications. Experience with and knowledge of Workday is beneficial.
Strong project management and organizational skills.
Proven ability to develop innovative approaches to complex issues.
Demonstrable leadership, supervisory experience and skills, with the ability to foster an effective work environment that encourages teamwork and employee growth.
