The Statewide Chief Operating Officer for Inmate Health Services will:
Administer and coordinate agency health care services including overseeing clinical and administrative staff and operations
Serve as key executive team member responsible for participating in the development, implementation and evaluation of agency policies, goals and objectives
Oversee design and development of programs and activities consistent with agency policies, direction and priorities
Recommend and prioritize operational policies and priorities to Commissioner to accomplish specific goals to assure provision of appropriate services
Determine appropriate staffing levels and direct management and coordination of staff
Design and implement staff performance review standards
Prepare budget; serve as agency liaison with external regulatory, behavioral health planning and advisory groups and other state regulatory service agencies
Develop mechanisms and processes to ensure appropriate linkages between planning, policy and operations staff and functions
Direct staff in interacting with Office of Attorney General and other regulatory bodies as necessary
The ideal candidate will possess:
Ability to apply management principles and techniques
Considerable knowledge of health care delivery systems and various methods of treatment, types of programs and services available
Knowledge of administrative and clinical operations, functions and systems
Strong interpersonal, oral and written communication and organizational skills
Demonstrated skill in negotiating and mediating conflict
Ability to organize and budget resources to meet complex and diverse needs of patients and staff
Ability to plan, organize, integrate and manage a complex organization

The Connecticut Department of Correction is a unified system; all unsentenced and sentenced offenders are supervised by the DOC. The Department also provides supervision for offenders on parole, community release and other discretionary release programs.
The 600 employees in our health services functions provide all primary aspects of healthcare to over 14,000 members of the inmate population. This care includes general medical, diagnostic, dental and mental health. We collaborate with community resources including hospitals, clinics and transitional centers to ensure that patients receive coordinated and appropriate care.
