This position is located in the Department of Health (DOH), Community Health Administration (CHA), Health Care Access Bureau (HCAB). The Health Care Access Bureau supports initiatives to improve access to quality, comprehensive primary care services for DC residents. The Bureau works to promote and strengthen medical and dental homes so all residents can access the right care, at the right time, in the right place. The Oral Health Program aims to accomplish this through oral health surveillance, strengthening the District’s dental workforce, and coordinating the delivery of clinical preventive and referral services.
The incumbent oversees the development, implementation, and evaluation of all Oral Health Program activities, including but not limited to: the School-Based Oral Health Program (SBOHP), the DC State Oral Health Surveillance System (OHSS), administration of the HRSA State Oral Health Workforce Grant, and implementation of a wide range of partnerships and initiatives to enhance oral health of residents in the District.
Duties and responsibilities of this position include, but are not limited to, the following:
Exercises overall responsibility for program staffing, including: staffing structure, staff selection, professional development, performance management, work assignments and quality, and labor relations,
Provides leadership for priority-setting, planning, and policy development to support CHA and HCAB efforts to improve health outcomes for District populations.
Manages grant activities and funding, including: the preparation of grant applications; strategic planning; development and execution of program and grant budgets; assuring compliance with funding regulations and federal requirements, identification of matching funds, preparation of progress and performance reports, executing requests for grant modifications, etc.
Oversees the operation of and enhancements to the DC State Oral Health Surveillance System (OHSS).
Plans and oversees the execution of data collection and data analysis to assess oral health in District of Columbia.
Tracks, reviews, and provides guidance on state and Federal oral health laws and regulations; and translates laws and regulations into program policy and procedure, as needed.
Plans, executes, and manages contracts for goods and services necessary to support program functions.
Leads coordination and integration of oral health activities with other CHA activities.
Establishes and/or manages partnerships and agreements with oral health stakeholders both within the Department of Health and external to the DOH.
Provides expert oversight of the planning and implementation of evidence-based initiatives to improve oral health in DC.
Establishes and oversees program evaluation and quality improvement activities, including setting performance and quality measures.
Plans, develops, and prepares technical papers and reports for presentation at conferences and for publication in scientific literature.
Serves as a liaison to consortiums, public and private organizations, and other oral health stakeholders.
Serves as the point person at the Department of Health on oral health and represents DOH to the Health Resources and Services Administration; on committees; and at conferences and meetings with consortiums, public and private organizations, and other oral health stakeholders.

A Bachelors’ degree in Public Health or an associated Allied Science, is preferred for the incumbent of this position.
A Master's degree in public health or related field and a graduate of an accredited dental program is preferred for the incumbent of this position.
Five years of work experience managing public health programs, with expert knowledge of oral public health programs is strongly preferred for the incumbent of this position.
Experience with program administration and supervision of personnel is preferred.
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (13) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
